When we played in the Father/Son they had that format. They averaged the team handicap and then gave 40% of that number. So I was in as a 5 and my father in law was a 7. We had a team handicap of 6. We got 2 shots.

OK--but where did the 2 shots you got come from?  Did higher handicaps get more shots, and lower handicaps get less??

I saw one being played years ago where they either added both handicaps or took an average but it was something like this::

Team handicap 0-9   had to give 3 or 4 shots
Team handicap 10- 17 gave 1 shot
Team handicap 18 -25 got 3 or 4 shots
and so on..

I just don't know how to handicap a scramble so its fair.. It will be a field of about 40.
They get to pick their own partner and handicaps will range from 2 to 25

The two shots was approximately 40% of our team handicap. The strokes were just taken out of our total. None were given on a particular hole. So we shot 64 for a net 62. The higher handicaps obviously got more shots than we did.
