Just as title asks.

I have a shaft that plays 45.25" and looking to bring it down to just under 45 and thinking of tipping instead of butt trimming. Would the 3/8" even do anything to shaft?Hoping it might firm up tip a touch,but thinking it wont do much of anything

It depends on the shaft profile?  What shaft is it?  You can trim a Red Board until the cows come home with very little change to the butt frequency...

Yes, it will change the frequency about 2-3 CPM's...

how sensitive are you to 3/8" of a change?  i would think that depends on you whether or not you can feel it? 

Frank said 2-3 CPM, can you tell the difference between 2-3 CPM? If you can, then go for it...if not then why does it matter..tip it?  If anything, make it a little stiffer if it gets loose on you and butt trim if its perfect.  Or..you could split the difference  laugh if it plays perfect

kind of hard to answer; doesnt it depend on you?
